IRS Phasing Out Paper Refund Checks (IR-2025-94)
Starting September 30, 2025, the IRS will begin phasing out paper tax refund checks for individual taxpayers, as required by Executive Order 14247, moving toward electronic payments instead.
What does this mean for you?
- Filing does not change: Taxpayers should continue using current forms and filing methods until new guidance is issued.
- Refunds will go electronic: Most refunds will be issued by direct deposit or other secure electronic methods.
Why the change?
- Safer: Paper checks are over 16 times more likely to be lost, stolen, or delayed.
- Faster: Electronic refunds are typically issued within 21 days, compared to 6 weeks or longer for mailed checks.
- Lower cost: Electronic payments are more efficient and less expensive.
Support for unbanked taxpayers: Alternatives like prepaid debit cards, digital wallets, and limited exceptions will be available.
Action recommended: Taxpayers should ensure their banking information is ready or consider opening a low-cost or free account.
